Kelley is an emergency management expert with over 20 years of experience helping public organizations and federal agencies prepare for and recover from natural, 人为造成的, and technological disasters. She is a proven leader in emergency management and homeland security, and brings a wealth of professional experience to significant and catastrophic incidents, including train derailments, 疏散, and hazardous materials calls in public, 私人, and military sectors.

As a first responder, Kelley has “boots on the ground” experience as well as significant professional experience in planning, 培训, 和锻炼. She worked in federal emergency preparedness and response as a consultant, 领先的, 发展中, and supporting various initiatives and programs, including the Regional Exercise and Support Program (RESP), the National Incident Management System, the National Response Framework Emergency Support Function #6, National Preparedness Goal, and Core 功能.

As an exercise lead for the Federal Emergency Management Agency (FEMA), Kelley facilitated more than 80 Homeland Security Exercise and Evaluation Program-compliant workshops as well as table-top, 功能, and full-scale exercises and state multi-year 培训 和锻炼 plans.

Kelley developed the Continuity of Operations Plan (COOP) for all of the Federal Law Enforcement Training Center’s campuses. She trained senior leaders on both Incident Command System (ICS) and COOPs.

Kelley most recently served as the state lead and liaison to Arizona’s National Guard Bureau for the Soldier and Family Readiness Group, which provides leadership in support of program initiatives for soldiers, Department of Defense civilians, and their families during deployment, natural and 人为造成的 disasters, 大量人员伤亡, catastrophic events, and emergency situations. She is a FEMA-certified ICS Train the Trainer and All-Hazards Incident Management Team public information officer.

Kelley holds a masters's degree in educational leadership, a bachelor’s degree in communications, and a certificate in Critical 基础设施 Protection from Texas A&米大学.
